FAQ Writer 029 Validée sous OOo 2.2.0Fr sous WinXP.

This got changed - now Ctrl+Up and Ctrl+Down only position the cursor. To move the paragraphs, you need to press Ctrl+Alt+Up or Ctrl+Alt+Down (this works in Windows. In some Unix OS, your Window manager grabs the Alt key, so no luck there)
