Downloading the Source
In the Notes section, the second bullet presumably refers to the system tarball. It should say that.
I suggest adding a redlink at the bottom of the page: OOO and Mercury (TBS)

Source Tarballs
The source is packed as .bz2. Therefore I think it should be the command
tar xvjf OOo_3.1.0_src_core.tar.bz2
