I think this description is different from the actual issue process flow. IIRC, when a developer or a tester confirmed that a reported issue describes a real bug, the status would be changed from "unconfirmed" to "new" or the other appropriate status. This description seems to mean that the status changes from "unconfirmed", but I can't find "confirmed" status in the query form of [http://www.openoffice.org/issues/query.cgi IssueTracker] now. IMHO this statement should be deleted or edited for accuracy.
