How scientific notations are parsed will not change by this enhancement.  Rather, the purpose of introducing the "Detect special numbers" option is precisely to disable special number detection, mostly because of user's complaints about Calc's CSV import filter incorrectly converting cell values to dates.  So, I will not cover how scientific notations are parsed in this spec, since I really don't know. ;-)
