Can I install Java after I install Apache OpenOffice?



Yes, once your JRE is installed you can set it from Tools->Options : tree node OpenOffice->Java. See Documentation/DevGuide/WritingUNO/The_Java_Environment_in_OpenOffice.org

If using a version of OpenOffice.org prior to 2.0, you can run the program jvmsetup which can be found in the program folder of your OpenOffice.org installation. This will store the data for running the Java Virtual Machine in the java(.ini|rc) file and other configuration files.
