HSQLDB is bundled with *Office (AOO/LibO). It's written in Java so a JRE (Java Runtime Environment) must be installed in order to utilize this database engine. It is best to connect with HSQLDB using the included JDBC driver as outlined in the Base FAQ. The JDBC driver supports several modes including two with Base. There's an '''in-process ('file') mode''' that provides single-user access with seamless access (no database server) with Base.
