To move paragraphs quickly:

1. Put the cursor anywhere in the paragraph.
2. Press and hold the Control key and then press the up-arrow or down-arrow key.

The paragraph will move to before the previous paragraph or after the next paragraph in your document. To move more than one paragraph at a time, select at least part of both paragraphs before pressing the Control+arrow keys.

In some operating systems, the key combination is Control+Alt+arrow keys. If you are using the Solaris operating system, the key combination is Control+AltGr+arrow keys.

If your paragraphs suddenly jump from one place to another, the most likely reason is that you have accidentally pressed one of these key combinations.
